Description
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement.
NAICS code: 561730 and sized standard is $8.5.
NOTE: Respondent claiming SDVOSB and VOSB status must be registered, and CVE verified in VetBiz Registry www.vetbiz.gov.
Anticipated period of performance: 12/01/2022 thru 11/30/2023.

GENERAL INFORMATION
Tree Removal/Trimming Project
The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW) except as may otherwise be specified. This project s overall purpose is to remove dead, dying, and diseased trees from the York campus. This project is to meet the flexible needs for safety requirements for staff, patients, and visitors to the York campus. This contract is to meet the needs of tree removal in the case of catastrophic damage due to natural disasters and inclement weather.
The trees on the York campus are beautiful, and they are old. There are many trees on campus that would pose a risk of infrastructure damage if they were removed by traditional felling methods. The primary purpose of this contract is to employ contractors with crane removal systems to prevent damage to infrastructure.
The contractor shall complete the work required under this SOW in 30 working days after:
The overall contract is awarded, AND
The contractor is notified that the removal of specific trees is required.
CONTRACT AWARD MEETING
The contractor shall not commence performance on the tasks in this SOW until the CO has conducted a kick-off meeting or has advised the contractor that a kick-off meeting is waived.
GENERAL REQUIREMENTS
All written deliverables shall be phrased in layperson language. Statistical and other technical terminology shall not be used without providing a glossary of terms.
The Contractor shall not conduct any work that is beyond this SOW unless directed in writing by the Contracting Officer. Any work done by the Contractor beyond this SOW without direction and approval from the CO will be at the Contractor s risk and NO cost for the Veteran s Administration.
Prior to commencement of work Contractor will provide the COR and CO, a detailed proposal outlining cost of work, a statement of facts, in detail, as to the previous experience, organization, and equipment available to perform this work. It is required by the contractor to schedule a visit with the COR to be on site to review the site prior to bidding on the work needed. Work may include weekends to minimize safety risks to staff and patients.
All work shall be scheduled in advance, at least 5 days prior to proposed work date with Contracting Officer Representative (COR).
Work areas and roads will be secured and or closed prior to the commencement of work to ensure the safety of patients, visitors, and staff. Contractor will communicate with COR a minimum of 5 days prior to scheduled work to allow for approvals of closure and to notify VA staff.
The work to be covered under this contract includes all labor, materials, equipment, supervision, and transportation for this project.
All equipment, tools, etc., shall be properly maintained while on the project and shall be adequate, in quality and capacity, for proper execution of the work. All applicable safety regulations shall be observed during all work of this contract. The VA Safety Officer shall have full authority to see that the contractor obeys all safety ruses and regulations relative to the fulfillment of this contract
C&A requirement to not apply, a security accreditation package is not required.
SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES
Contract line-item number one: Cutting trees.
Before any tree is cut down, the tree shall be completely topped in an accepted manner approved by the COR to protect all utilities, and public properties. The contractor shall be responsible for removing branches, foliage, etc., from the work site as soon as the tree has been cut. If any curb, sidewalk, wall, street, etc., is damaged during the removal of a tree, the Contractor shall replace the damaged portions at his/her own expense as directed by the COR.
Contract line-item number two: Trimming trees
Tree branches will be trimmed as directed by the COR on individual trees. The contractor shall be responsible for removing branches, foliage, etc., from the work site as soon as the tree has been cut. If any curb, sidewalk, wall, street, etc., is damaged during the removal of a tree, the Contractor shall replace the damaged portions at his/her own expense as directed by the COR.
Contractor Line-Item number three: Removal of trees, branches, and foliage
The contractor shall be responsible for removing branches, foliage, etc., from the work site as soon as the tree has been identified to be removed. If any curb, sidewalk, wall, street, etc., is damaged during the removal of a tree, the Contractor shall replace the damaged portions at his/her own expense as directed by the COR.
Contractor Line-item number four: Stump grinding/removal
Stumps shall be removed to a minimum depth of six inches (6 ) below finished grade. All sawdust/grinding debris will be removed by the Contractor. The stumps shall be removed by a stump router or any other manner as approved by the COR. If the portion of curb and sidewalk is in good condition at the stump and the Contractor removes the stump by other means than a stump router and damages the curb and sidewalk, the Contractor shall replace same at his/her own expense. If the COR determines that the stump cannot be removed without damaging the curb and/or sidewalk, the Government will bear the cost of replacing the curb and sidewalk.
SCHEDULE FOR DELIVERABLES
There is no set schedule for deliverables until specific trees have been identified for trimming, or cutting, or removal, or stump grinding, and Contractor has been notified. After notification Contractor has thirty (30) days to complete specified work.
CHANGES TO STATEMENT OF WORK
Any changes to this SOW shall be administered and approved only through written modifications to the contract by the CO. A copy of each modification will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor.
REPORTING REQUIREMENTS
There are no reporting requirements for this contract on the part of the Contractor
TRAVEL
There is no travel required on the part of the Contractor or the Government
GOVERNMENT RESPONSIBILITIES
The Government shall be responsible for scheduling, and permission for all road and area closures necessary for the safety of staff, patients, and visitors.
The Government shall be responsible for providing Cones, Barricades, and other necessary items to create a safety zone for work to proceed with minimum risk to staff, patients, and visitors.

Capability statement /information sought: Response to this announcement shall not to exceed 10 pages and should include the following information: (1) A tailored capability statement indicating the firm s ability to provide a product and related services; (2) The respondents UEI number, organization name, address, point of contact, and size and type of business (e.g., SDVOSB/VOSB, etc,) pursuant to the applicable NAICS code; (3) Information should be provided electronically in a Microsoft Word or Adobe PDF format.
