Project: Meds by Mail (MbM) Expansion in Murfreesboro, TN
Project Number: 764-21-101

The Department of Veterans Affairs (VAA) Meds by Mail (MbM) division has a requirement to expand its operations to the Consolidated Mail Outpatient Pharmacy (CMOP), Mid-South location in Murfreesboro, Tennessee. The contractor shall provide all supervision, labor, materials, tools, and equipment to construct/renovate an approximately 3,564 GSF of administrative space on the mezzanine. The scope of this project is to provide new office space and related mechanical, electrical, plumbing and telecommunications. The contractor shall be responsible for all aspects of the project to include (but not limited to) all labor, materials, supplies, equipment, services, training, lighting, communications, security, building management systems floor plan, operation and maintenance manuals, as built drawings, permits, construction, installation, and commissioning.

Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is a competitive total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The project costs range is between $350,000.00 to $500,000.00.

Offerors shall be registered at the Vendor Information Pages (VIP) at www.vip.vetbiz.gov as a SDVOSB in VIP and in System for Award Management (SAM) database at www.sam.gov, prior to the solicitation due date. Offerors shall be registered with the North American Industrial Classification Standard (NAICS) code assigned to this construction project which is 236220 with a small business size standard of $39.5 million in average annual receipts for the past three (3) years.

The solicitation will be issued as a Request for Proposals (RFP). INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. ADDITIONALLY, OFFERORS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS TO THE SOLICITATION NOTICE. A 90-day proposal acceptance period will be required. A Bid bond must be submitted with the bid. Performance and Payment bonds will be required from the contractor receiving the award.

Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions but reserves the right to hold discussions if necessary. In accordance with FAR 52.204-7, prospective contractors must be registered in SAM (System of Award Management) and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, prospective Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses must be registered in SAM (System of Award Management) and in the Veterans Enterprise VetBiz Registry under the applicable NAICS. Firms may obtain SAM information at http://www.sam.gov and VetBiz information at http://vip.vetbiz.gov.

A Firm-Fixed Price construction contract award is anticipated. The period of performance will be 180 calendar days from the Notice to Proceed. The solicitation, including specifications and drawings, will be posted electronically to Sam https://sam.gov on or about January 12, 2023. The offeror is responsible to monitor and download any amendments from the Sam website, which may be issued to this solicitation. Hard copies will not be mailed.

Only one organized site visit will be scheduled, and attendance is encouraged for any responsible sources to submit an offer which shall be considered by Department of Veterans Affairs. The date, time, and place of the site visit will be posted in the solicitation documents. No hard copies of the solicitation or drawings will be provided; and telephone requests or questions will NOT be accepted to this notice as it is only a Pre-Solicitation Notice.
