Project: Lithium Processing Facility at Y-12 National Security Complex, Oak Ridge, Tennessee
Introduction: Consolidated Nuclear Security, LLC, (CNS) is seeking interested parties to contract for the site preparation of the Lithium Processing Facility (LPF). The LPF Site Prep has been completed by Jacobs Design Engineering. CNS prefers one entity capable of performing Site Prep activities. Interested parties are encouraged to reply to the expression of interest if you can provide one or more of the services listed below.
CNS will schedule an informational meeting via Webex to share further details, exchange information and answer questions. All interested parties are encouraged to participate in the informational meeting. CNS will use the information obtained from this Expression of Interest and the informational meeting to structure a Request for Proposal (RFP).
Background: The Y-12 National Security Complex is located in Oak Ridge, Tennessee. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) national security complex managed and operated by CNS.
General Scope Description for Lithium Processing Facility
The project site is located in the area formerly occupied by the Biology Complex (approximately 22 acres), which is on the east end of Y-12 and outside of the Protected Area but within the General Plant Area.
Site preparation work will consist of furnishing all non-manual labor, craft labor, supervision, materials, tools, equipment, services, incidentals (except as specified to be furnished or performed by others) and anything else necessary to prepare the site for future building construction in accordance with approved design documents including, but not limited to the following:
- Erosion controls—install and maintain storm water erosion controls, sediment basins, and soil stabilization.
- Demolition—remove existing structures and foundations, remove existing above and below ground utilities, clear and grub, and transport to approved locations on the reservation.
- Temporary facilities—establish site preparation laydown, fabrication area, trailers, and parking.
- Install temporary utilities, including power, communication, sewer, water, and indirect site preparation expenses/services.
- Set up government-furnished trailers at northwest corner of site for future building contractor.
- Provide temporary utility service to the trailers (water, sewer, power, and communications) in accordance with approved layout. This excludes trailer furnishings and any off-site facilities the future building contractor may opt to stand up.
- Permanent utilities—install, test, and tie new storm & sanitary sewer systems into existing systems. (The follow building contractor will be responsible for final tie in at future facility at a later date).
- Mass excavation—cut north slopes and fill to the south, build foundation excavation and dewatering system, including hauling, placing, and compacting soil and engineered fill.
- Site grading—perform interim and rough grading.
- Retaining wall—install new retaining walls
The LPF Site Prep project will be executed using as Lump Sum per Line Item subcontract. LPF site preparation scope of work will be performed by the selected bidder using the tradeoff approach evaluation.
