Purpose : Blount County Government, Tennessee is requesting formal Request for Proposals (RFP) from IT services providers to perform Information Technology managed services. The County is seeking to retain the services of a professional IT services provider that has demonstrated experience and capability in providing IT consulting and managed services for relatively similar-sized organization as Blount County Government.


RFP documents may be obtained at https://blounttn.ionwave.net/login.aspx . Responses are acceptable through this online system or by submission of a written (hard copy) response. Vendors are encouraged to register with Blount County and submit their response through the online bidding system at this same link. If submitting a written response, it must be submitted to Blount County Purchasing, 385 Court St., Blount County Courthouse, Room 319, Maryville, TN 37804. Proposer should be mindful of any potential delay arising from weather disturbance or any other factors, whether foreseeable to unforeseeable. RFP responses are NOT accepted via email or fax. No information may be submitted or modified beyond the Response Deadline Date / Time.

Please take note of the question deadline. Prior to response submission, it is the vendor's responsibility to access the online bidding system and ascertain they have received any addenda and viewed answers to published questions and respond accordingly.


The public bid opening will be held immediately after the response submittal deadline at the office of Blount County Purchasing, 385 Court St., Blount County Courthouse Room 319, Maryville, TN 37804. The meeting may also be accessed via Zoom at https://us06web.zoom.us/j/87287590894 . Proposers shall access the online bidding system for possible extension of this date and time. For any problem accessing the Zoom meeting, please call Blount County Purchasing, 865-273-5740.


The County may choose to conduct pre-award discussions and/or contract negotiations with proposer(s).


By submitting a proposal for this RFP, the Proposer agrees to be bound by the “Terms and Conditions of the Request for Proposal No. 2023-0153”.


The County anticipates evaluating proposals and awarding the project expeditiously. The expected start of services shall be on July 1, 2023.

Answer Most backups are retained for 7 days. This is due to limited resources at the moment.

Answer Backups are virtual. No tape storage. Backups are moved to multiple offsite locations.

Describe your backup and recovery methods today by server platform.
Answer Servers are virtual. We create replicas and perform data backups daily. Recovery method depends on what needs to be recovered.

Answer The County prefers for at least one help desk personnel to be on-site.

Are there any network devices that are at or nearing end of life?
Answer Yes, but we are preparing to replace these already.

If the Blount County team monitors the network how to you envision working with the service provider to provide 24/7 support?
Answer Network alerts will be monitored by the Blount County team and the service provider. If the service provider can fix the issue remotely, then Blount County team can stand-down and service provider can continue to fix the issue. In some instances the Blount County team may learn of the issue before an alert. If that is the case, the Blount County team will assess the issue and contact the service provider if needed.

Can you please describe how the network environment is monitored and managed today?
Answer Network is monitored internally with PRTG. The network is managed by the county, with assistance from current IT services vendor.
