Notes	Blount County, TN is seeking competitive proposals for Banking Services with optional Purchasing Card Services as detailed herein. Request for Proposal ( RFP) documents may be obtained at https://blounttn.ionwave.net/login.aspx . Responses are acceptable through this online system or by submission of a written (hard copy) response. Vendors are encouraged to register with Blount County and submit their response through the online bidding system at this same link. If submitting a written response, it must be submitted no later than the response deadline to Blount County Purchasing, 385 Court St., Blount County Courthouse Room 319, Maryville, TN 37804. RFP responses are not accepted via email or fax. Respondents must allow ample time to submit their responses. No information may be submitted or modified beyond the Response Deadline Date / Time. The proposer must bear all costs associated with the preparation of their proposal. All material submitted becomes the property of Blount County. Prior to response submission, it is the bidder's responsibility to access the online bidding system and ascertain they have received any addenda and viewed answers to published questions and respond accordingly. Blount County shall not be responsible for oral interpretations given by any Blount County Government employee, representative, or others. The public bid opening will be held at the response submittal deadline at the office of Blount County Purchasing, 385 Court St., Blount County Courthouse Room 319, Maryville, TN 37804. Question	Does the County utilize a web portal to place stop payments, originate wire transfers, originate ACH transactions?
Answer	Branch services and online are available. Blount County currrently chooses to use online for these services.

Question	Can the County clarify the total estimated average balances total of $96,224,626.59? Is this the average monthly collected balance of all accounts? If not, can the County provide the monthly average collected balance?
Answer	The RFP contains a section with the Main Account and "Clearing Accounts" balances separated on page 5 of the RFP Specifications attachment. These are the provided numbers. These are estimated average balances in 2021 by account.

Question	Can the County clarify “Free Services to be Provided”? Can the average collected balances in all checking accounts be used to offset services fees with Earnings Credit?
Answer	These services are the minimum services to be provided. Blount County is opposed to paying service fees.

Answer	First Horizon Bank (formerly First Tennessee Bank) was chosen during the previous RFP process in 2018.

Answer	First Horizon Bank (formerly First Tennessee Bank) is the current contract bank.

Question	If the County is unable to provide a recent account analysis statement can the County provide detailed monthly volumes for the following banking services: Remote Deposit (how many deposits, scanners, locations, current check scanner make and module), returned items, re- deposited return items, ACH Returns, ACH Notice of Change, number of cashier checks, number of branch deposits, number of international wires (incoming, outgoing) number of book transfers between accounts.
Answer	B lount County currently has one remote deposit scanner - Digital Check Teller Scan TS 240 . See section for Estimated Bank Activity for 2021 on page 5 of the RFP Specifications attachment. This activity is the only activity in Blount County's possession.

Answer	Blount County is not in possession of account analysis statements. The County does not pay banking fees.
