Description

THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. The U.S. Department of Energy’s Office of Scientific and Technical Information (OSTI) intends to issue a firm-fixed award to a single source under the authority of FAR 6.302-1(a)(2)(i)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, to Springer Nature Customer Service Center LLC, 1 New York Plaza, Suite 4600, New York, New York, 10004-1562, USA, as the only responsible source that can provide electronic access to the required Springer and Springer Nature Journals.



The incumbent contractor shall provide subscription renewal services to the DOE’s Office of Scientific and Technical Information (OSTI). The subscription period is for the 2023 calendar year, 1/1/23-12/31/23. DOE intends to award this requirement as a sole source to Springer Nature Customer Service Center LLC with a one (1) base year and two (2) one-year option periods.



This requirement is for the renewal of online access of existing approved/required journals and archived journals published by Springer and Springer Nature. Based on market research, only Springer subscriptions allows access to the Springer Archives from 1840’s forward provided through Springer’s online content platform SpringerLink. The required list of journal titles can be obtained by contacting the Technical POC listed below.



The North American Industry Classification System (NAICS) code for this requirement is 513120 – Periodical Publishers, with the size standard of 1,000 employees. This notice of intent is not a request for proposals or quotes.



Any questions regarding this notice must be submitted in writing via e-mail to the point of contact or alternate point of contact.



Any vendor who believes it is capable of meeting the requirement as stated herein may submit a response, which will be considered only if received by November 18, 2022 by 5:00 p.m. EST. Responses to this posting must be in writing and submitted to paynet@osti.gov by 5:00 p.m. local time. A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government. Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov prior to award in accordance with FAR part 4.11.
