Introduction



Consolidated Nuclear Security, LLC, (CNS) (current managing contractor for the Y-12 site) is seeking interested parties to contract for the design, engineering, fabrication, and follow-on technical support services to deliver a new graphite dust collector with vertical cartridge filters. Interested parties are encouraged to reply to the expression of interest if you can provide the services listed below.



CNS will use the information obtained from this Expression of Interest to structure a Request for Proposal (RFP).



This procurement will be under NAICS Code 333413 Industrial and Commercial Fan and Blower and Air Purification Equipment Manufacturing – 500 employees.





Background



The Y-12 National Security Complex is located in Oak Ridge, Tennessee. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) national security complex managed and operated by CNS.





General Scope Description for Graphite Dust Collector Replacement



An existing graphite dust collection system was installed in the 1960’s and the dust collector is in need of replacement. The procurement of the new outdoor graphite dust collector is to replace the existing dust collector. The new replacement dust collector will be a different configuration than the existing dust collector, and it will be designed to have the airflow (approx. 50,000 cfm) and filtration capacity to meet the current and future demands of the Y-12 National Security Complex, and provide needed industrial human-machine interface (HMI) controls and alarms consistent with the needs of Y-12. CNS will be responsible for leading the commissioning efforts for the graphite dust collector.



Upon successful completion of the Factory Acceptance Test (FAT), the dust collector will be shipped to CNS, located in Oak Ridge, TN. The dust collector and associated controls shall be re-assembled (if applicable) at its final location and be fully operational in readiness for Y-12 commissioning site test. Supplier technical support and resources may be required in Oak Ridge, TN at the Y-12 National Security Complex. The Suppliers’ technical representative(s) must be a US citizen.



The new dust collector will utilize a variable frequency drive (VFD) controlled exhaust fan, both supplied by CNS, to pull graphite dust into a vertical cartridge filter housing. An automatic pulse cleaning system will be utilized using a control scheme to sense differential pressure across a filter. When the threshold value is exceeded, the solenoid valves will pulse to allow compressed air to shake graphite dust off the filters. The instrumentation and control circuits are to be networked to a programmable logic controller (PLC) system mounted to the dust collector and then networked to remote control station near the Supervisors Office inside the Y-12 building. Power circuit to the exhaust fan is to be routed from the electrical room to a power disconnect box and then to the VFD located near the blower motor starter. Any labor related to the installation of cable routings between the dust collector and the Y-12 building is outside of Supplier’s scope. Supporting cables from the dust collector control panel to the remote HMI (located within the CNS building) shall be supplied by the Supplier. Length to be determined at a later time by CNS. The exhaust fan, VFD, and compressed air source are outside the scope of this procurement; equipment will be procured by CNS separately.



For this procurement, the new graphite dust collector and controls system shall consist of the following:




  • Graphite dust collector:

    • Replaceable vertically mounted cartridge filters (MERV 12 or greater)

    • Solenoid (or pneumatic valves) for automated blowdown

    • Dust collection hoppers

    • Ladder and platform for filter change-out and general maintenance

    • Support structure to elevate hoppers above collection bins



  • System controls to the graphite dust collector:

    • Programmable logic controller (PLC) mounted to the dust collector in a wall-mounted enclosure with an HMI integrated into the same enclosure

    • Remote monitoring display for the installation inside the building





The graphite dust collector and controls system operation and performance shall be certified and labeled by an OSHA Nationally Recognized Testing Laboratory (NRTL) before the FAT. All electrical wiring and electrical components shall be provided as a complete system such that NRTL and FAT results are not invalidated post-installation. If the graphite dust collector needs to be disassembled post-test for transportation/delivery purposes, all required components (e.g., structured cabling, cannon circular connector for any terminal points) shall be provided to ensure that the NRTL and FAT results are not invalidated. The dust collector and associated controls shall be re-assembled (if applicable) at its final location and be fully operational in readiness for Y-12 commissioning site test. Supplier technical support and resources may be required in Oak Ridge, TN at the Y-12 National Security Complex.



The following listed standards shall be followed in execution of the scope of work. Submittals demonstrating the design of the dust collector meets the standards shall be required prior to fabrication/weld, prior to testing, and prior to shipment, with timing dependent on the applicable requirement. Submittals will be reviewed and approved by CNS, typically requiring a two-week cycle to complete the review/approval process.

Based on the design provided with bid and previous factors under consideration, one Supplier will be solicited to provide their proposal for the complete design and fabrication of the graphite dust collector. Bidder selection will be through a tradeoff approach evaluation.
