The Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) – Soliciting from a Single Source to RDI Technologies, Inc., a small business. This anticiapted contract action will be a firm-fixed price purchase order for one Motion Amplification System. A solicitation will not be issued. The North American Industry Classification System (NAICS) code for this acquisition is 333310 and the Product Service Code (PSC) code is 6710. The requirement is to be delivered Free on Board (FOB) Destination to Arnold, AFB, TN within three weeks after receipt of order.
The anticipated award date is by 31 August 2023. The required motion amplification system must detect subtle movement and convert that movement to a level visible with the human eye in less than a few minutes without physical contact to the machinery or equipment including the calibrated displacement measures and advanced troubleshooting. It must be suitable for regular industrial area usage, but mobile. The system must provide vibration monitoring of at least 60 Hz (120 FPS) at full resolution and 600 Hz (1200 FPS) at reduced resolution and provide a minimum displacement measurement sensitivity of 0.1 mil (2.5 micron).
This notice of intent is not a request for competitive proposals or quotations; however, if an interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirement in its entirety. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to the Contracting Officer, erica.anglin@us.af.mil prior to the notice closing. No faxed documents will be accepted. If no responsive statements are received, an award will be made.
