This is a Sources Sought/Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the Government in any contract award. The U.S. Army Corps of Engineers, Savannah District is issuing the sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for environmental remediation. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 562910, Remediation Services.

Requirement:

The U.S. Army Corps of Engineers (USACE) Savannah District is considering the award of an environmental remediation contract for creosote at the American Creosote Works Superfund Site in Jackson, Tennessee.

American Creosote Works Superfund Site (Site) is located at 318 Meadow Street in Jackson, Madison County, Tennessee. The Site is an approximately 60-acre parcel of land located 1 mile southwest of downtown Jackson in an industrial/commercial area. It is bounded on the south by the Seaboard Railroad, on the southwest by the South Fork of the Forked Deer River (SFFDR), on the west and north by Central Creek, and on the east by an industrial yard.

The Site is a former a wood-treatment plant that operated from the early 1930s until December 1981 under American Creosote Works, Inc. (ACW). Wood preservation was performed using creosote and PCP. Between the early 1930s and 1973, the plant discharged untreated process water on site with minimal control. In 1973, a levee was built around the facility to contain the wastewater and surface water runoff and protect the site from flooding by the SFFDR. The 5 soil borrow pits used for the levee construction subsequently became holding ponds for surface water (historically referred to as lagoons) in this document). Between 1974 and 1975, the plant installed a wastewater treatment system and oil-water separators to control environmental pollution. In 1982, ACW filed for bankruptcy and ceased operations. The EPA proposed the Site for listing on the Superfund program’s National Priorities List (NPL) in October 1984. The EPA finalized the Site’s listing on the NPL in June 1986.

EPA manages the cleanup for the Site through three operable units (OUs): OU1 addresses surface contamination; OU2 addresses site soil and groundwater; OU3 addresses groundwater and dense no-aqueous phase liquid (DNAPL). Both OU1 and OU2 have their own Records of Decisions and remedial actions and are not part of this requirement. Between 1989 and 1991, OU1 remedial actions were implemented including the construction of the flood protection levee, off-site incineration of tanked liquids and sludges after on-site treatment, and the demolition, dismantling and/or salvaging of site structures. The implementation of the remedy for OU2 began in 1999. This remedy included the excavation and solidification of contaminated soil from the former process area and burial of this solidified material in 7-acre area, followed by construction of a geosynthetic clay liner and a 24-inch soil cap.

The U.S. Environmental Protection Agency Region 4 (EPA) has been working on the remedy for OU3. While considering several alternatives to treat the DNAPL and groundwater; the Tennessee Department of Transportation (TDOT) informed the EPA that they were going to construct a roadway through the southwest portion of the site. The treatment area for OU3 will be impacted by the construction of a highway bypass limiting remedial action for the final Site remedy.

The EPA is currently preparing an Engineering Evaluation/Cost Analysis (EE/CA) to support the selection and implementation of a Non-Time Critical Removal Action (NTCRA) to address non-aqueous phase liquid (NAPL) at the Site impacted by the new roadway. The construction of the new roadway and associated right of ways would serve as a barrier and restrict access for the final remedy for OU3 for the southwest section of the site.

EPA has NCTRA removal action would treat or immobilize NPAL in the southwest area and below the footprint of the highway construction begins. Currently the EPA has identified three contaminant media zones (CMZs) to be treated based on the selected alternative in the EE/CA. CMZ-1 is the NAPL area, and the CMZ-2 is the Lagoon 3 area were past removal actions placed contaminated material and continues to be subject to flooding. Wetland Mitigation for CMZ-2 will be required. CMZ-3 denotes the area where a pump and treat system will be located to prevent upgradient contaminants (residual NAPL and contaminated groundwater) from flowing into the treated areas, if applicable.

The EPA is evaluating two technologies for use in the proposed alternatives that could be used to reduce risks the basis of effectiveness, Implementability, and costs. These alternatives are:

1: In-Situ Stabilization, two treatment zones within the highway bypass would be treated using in-situ stabilization. Spoils generated from ISS will be placed in Lagoon 3 (CMZ-2).

2: In-Situ Thermal Remediation., the two treatment zones within the highway bypass would be treated using in-situ thermal remediation. In addition, a pump and treatment system would be installed upgradient of the treated zones to prevent upgradient contamination from impacted the treated areas until the final remedy is in-place (assumed to be 10 years after the removal action.)

Additional tasks may be requested to fill data gaps or more clearly delineate the remaining portions of the site after the roadway is completed.
