Introduction & Background:
The Y-12 National Security Complex is located in Oak Ridge, Tennessee. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) national security complex managed and operated by Consolidated Nuclear Security, LLC (CNS).
CNS is seeking an interested party with a minimum of five (5) years of industrial roofing experience to contract for a roofing repair subcontract. The subcontract will be a Time and Materials type, multiyear agreement with base and optional periods of performance.
Allowable costs may consist of the following items:
1. Fully-Burdened Labor Rates inclusive of wages, benefits, overhead, profit, consumables, tools, and personal protective equipment
2. Site Vehicle and Heavy Equipment Rates
3. Roofing Materials procured by the seller per technical specifications provided by CNS
Additionally, the interested party must possess, or be able to obtain within six (6) months after award, a favorable Foreign Ownership, Control or Influence (FOCI) determination to employ or subcontract Q-cleared personnel for accessing Limited Security Areas at Y-12.
General Scope Description:
The subcontractor shall perform roof repair tasks on a case-by-case basis per CNS provided technical specifications after authorization has been issued by a CNS Technical Representative.
The types of repairs may be for deterioration, natural damage and accidental damage to built-up, membrane, metal and shingle type roofs plus ancillary components.
The scope of work may consist of, but not be limited to, the following work:
• Removal, repair, restoration, installation, upgrades, preventive maintenance and refurbishment of all types of roofing systems encountered at Y-12. These repairs may be to correct chronic or acute problems.
• Work will be performed to the technical specifications specified for roof type and repair.
• Work may involve some supporting services such as but not limited to:
o Material sampling
o Crane services
o Hoisting and rigging
o Waste sizing and packaging
o Waste transportation
o Material deliveries
o Equipment delivery and coordination
o Traffic control plans
o Hazardous material management and storage
o Material Removal
o Seller shall provide a Certified Electrician to serve as a spotter while equipment is operating around overhead energized lines (i.e. Electrical, Steam). This individual must be a qualified electrician. Company will not provide a spotter for this scope.
