Description

PURPOSE:

This is a Pre-solicitation Notice. This notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this notice.

This description is not intended to be all encompassing and is subject to change.



The Nashville District, U.S. Army Corps of Engineers intends to issue a Request for Quote (RFQ) Solicitation seeking an accredited academic Institution to train the Hydropower Training Class 22 of approximately 8 students in general math and science studies. The overall objective of this program is to help these employees develop sufficient mathematic skills to accurately solve problems related to the safe operation and maintenance of the Corps of Engineers power plants and facilities. The vocational and classroom training facilities of the accredited Educational Institution must be located within a 75-mile radius of Old Hickory Power Plant, 10 Power Plant Rd, Hendersonville TN 37075-3465. Course will begin August 2023. Instruction will be for 2 hours a day, four days a week, Monday through Thursday (holidays excluded) during the Corps of Engineers duty hours (6:00 a.m. – 4:30 p.m.) at a time mutually agreeable to the Government and the Educational Institution. The contractor shall furnish for a period of approximately 15 months onsite Hydropower Training at Old Hickory Power Plant to consist of the following: Instructor(s), registration, testing, evaluation and instructional texts and materials for approximately 8 hydropower students for the following

courses:



Phase 1A August 2023 – November 2023

(1) COE0050- INTERMEDIATE ALGEBRA-

(2) COE0051- PRE-CALCULUS I

(3) COE0052- PRE-CALCULUS II

Phase 1B December 2023 – March 2024

(4) COE0054 -NON-CALCULUS PHYSICS I

Phase 2A March 2024 – June 2024

(5) COE0054- ELECTRICAL CIRCUITS

(6) COE0055- ELECTRICAL CIRCUITS LAB

Phase 2B July 2024 – October 2024

(7) COE0057- TRANSFORMERS AND ROTATING MACHINES

(8) COE0057- TRANSFORMERS AND ROTATING MACHINES LAB





NAICS CODE AND SBA SIZE STANDARD: The NAICS code for this project is 611310 with a size standard of $34,500,000.





TYPE OF SET-ASIDE: Full and Open Competition





SOLICITATION AND CONTRACT TYPE: It is anticipated that from the Request for Quote Solicitation, the Government will award one (1) Firm-Fixed Price Service Contract to the lowest priced offeror who is determined to be responsible. Quotes must meet or exceed the performance work statement/specifications to be considered for award. The contractor must be an accredited institution and must be located within a 75 mile radius of Old Hickory Power Plant, 10 Power Plant Rd, Hendersonville TN 37075-3465.





PERIOD OF PERFORMANCE: The anticipated contract period is fifteen (15) months Approx: August 2023 – October 2024.



SOLICITATION RELEASE DATE: The anticipated release date for this solicitation is on or around 13 March 2023.





SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors must be successfully registered in the SAM, www.sam.gov, in order to receive a Government contract award. *Currently, www.sam.gov is taking longer than normal to renew/reactivate vendors in SAM, please ensure you submit requests to renew/reactivate SAM registration at least 60 calendar days prior to expiration* Offerors must have their representations and certifications available on-line in SAM or provide them with their proposal in order to receive a Government contract award. Assignment of a CAGE Code can take up to ten (10) business days after completion of SAM registration. Offerors are highly encouraged to register as soon as possible.



** IF YOUR ENTITY IS REGISTERED IN SAM.GOV AS “FEDERAL ASSISTANCE AWARDS ONLY” in order to be eligible for contract award for this solicitation, you must go into your SAM.gov registration and adjust your account for “all contract awards”.



SITE VISIT: Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of the contract performance (FAR 52.237-1, Site Visit). A pre-quote site visit will be held to give the Educational Institution the opportunity to take an inventory of existing books and materials available. Also, the site visit will give the Educational Institution the opportunity to visit the facility and see the accommodations that are available such as audio- visual equipment and furniture.



The Government has scheduled a Site Visit for 28 March 2023 at 10:00 a.m. Central Time. All attendees shall meet at the Old Hickory Power Plant, 10 Power Plant Rd, Hendersonville TN 37075-3465. Any communications regarding this procurement must be made in writing via e-mail. It must identify the Solicitation number, company name, address, e-mail address, phone number including area code, facsimile number, and point of contact. Questions from the site visits shall be due no later than 6 April 2023. Questions received after this deadline will not be addressed.



*NOTE: All participants are required to have personal safety equipment, i.e. hard hat and safety toe shoes. Safety equipment will not be provided. This is mandatory. Contractors who do not have these items present at the Site Visits will not be able to participate in the visit.

REQUIREMENT TO REGISTER TO ATTEND SITE VISIT: Only registered persons will be permitted to attend the site visit. In addition to the below information, please also provide your name of firm, firm's CAGE and/or Unique Entity Identifier number (DUNS number), name and position title of primary point of contact and their telephone number and email address. Only two persons from each business entity will be permitted to attend.



U.S. Citizens: To register, U.S. citizens interested in attending the site visit must submit a Nashville District (LRN) Security Access Form to the Point of Contract (POC), Cierra Vega via email at Cierra.R.Vega@usace.army.mil no later than 21 March 2023, 1:00 PM Central Time. If submitting the form in less than two business days, the person may not receive approval for participation. Notification of approval or denial will be provided prior to the date of the site visit.

Foreign Nationals (FNs): FNs wishing to attend the site visit shall submit a completed LRN FN Security Form and legible color copies of two of the following documents: Passport (unexpired or expired), Certificate of U.S. Citizenship (INS Form N-560 04 N-561), Certificate of Naturalization (INS Form N-550 or N-570), unexpired foreign Passport with I-551 stamp or attached INS Form I-94 indicating unexpired employment authorization, an Alien Registration Receipt Card with photo (INS Form I-151 or I-551), unexpired Temporary Resident Card (INS Form I-688), unexpired Employment Authorization Card (INS Form I-688A), unexpired Reentry Permit (INS Form I-327), unexpired Refugee Travel Document (INS- Form I571), or unexpired Employment Authorization Documentation issued by the INS which contains a photograph (INS Form I-688B) to the LRN POC. These documents must be submitted ten (10) days prior to the site visit.
