The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to issue an award on a sole source basis (IAW FAR 13.106-1(b)(1)) to Pennington & Associates, Inc., 250 Mcgee Ln, Cookeville, TN, 38501-9577 for the development of the biological and taxonomic services. The Environmental Processes Chemistry Branch (EPC) is a provider of sophisticated solutions in the fields of analytical chemistry, material science and computational chemistry. EPC has a requirement seeking biological and taxonomic services of a specific expertise level and thorough knowledge of 20+ district territory environments that house benthic macro-invertebrates and zooplankton. The action shall include tasks to advance Civil Works research on the basis of sample analysis requests that are associated with the execution to meet the needs of our district customer (LRP and LRN) needs as no in-house capability is available.

The contractor must have the capabilities of full-service laboratory able to furnish all labor, materials and supplies to accomplish the taxonomic identification analyses. Specialized collection and identification of species within the following territories, lakes and reservoirs: Center Hill, Cheatham Cordell Hull, Old Hickory, J. Percy Priest, Dale Hollow, Barkley Martins Lake, Laurel River Lake, Berlin Lake, Crooked Creek Lake, Kinzua Dam and Allegheny Reservoir, Loyalhanna Lake, Mahoning Creek Lake, Michael J. Kirwan Dam and Reservoir, Mosquito Creek Lake, Shenango River Lake, Stonewall Jackson Lake, Tionesta Lake, Tygart Lake, Woodcock Creek Lake, and Youghiogheny River Lake. This service is offered by Pennington and Associates, Inc., and is the only vendor that can maintain project integrity and continuity of current analytical service processes and data.

The intended procurement will be classified under North American Industry Classification System (NAICS) 541620 – Environmental Consulting Services. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data sufficient to determine capability in providing the same or similar supply. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
