Description

THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. The U.S. Department of Energy’s Office of Scientific and Technical Information (OSTI) intends to issue a firm-fixed award to a single source under the authority of under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, to Johnson Controls Fire Protection LP.



This requirement is for an upgrade to the existing Simplex fire detection system (i.e., addition of a module/network cards to allow a fiber connection) that is required to connect OSTI’s Fire Alarm Control Panel, located at 1 Science.gov Way, Oak Ridge, TN, to the TrueSite monitoring workstation located at the Office of Science Consolidated Service Center located in Oak Ridge, TN. Based on market research, Johnson Controls Fire Protection LP is the only source that can provide the Simplex fire alarm equipment and has authorized technicians that can perform the installation and programming.



The North American Industry Classification System (NAICS) code for this requirement is 238210 - Electrical Contractors and Other Wiring Installation Contractors with a size standard of $19M. This notice of intent is not a request for proposals or quotes.

Any vendor who believes it is capable of meeting the requirement as stated herein may submit a response, which will be considered only if received by April 4, 2023, by 5:00 p.m. EST. Responses to this posting must be in writing and submitted to paynet@osti.gov by 5:00 p.m. local time. A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government. Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov prior to award in accordance with FAR part 4.11.
