Description

THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract.



The General Services Administration (GSA), Public Buildings Service (PBS), Region 04, will be seeking a highly qualified Lead Design Architect interested in participating in an opportunity under GSA’s Design Excellence Program to provide for the design of a new United States Courthouse in Chattanooga, TN. The new Courthouse will be 190,478 gross square feet, located on a site to be determined by GSA. The new Courthouse will include space for the Eastern District of Tennessee U.S. District Court, U.S. Magistrate Court, U.S. Bankruptcy Court as well as other federal tenant agencies which include GSA, the U.S. Attorney’s Office, the U.S. Marshals Service, U.S. Probation Office and Federal Public Defender. Design and construction of the new Courthouse will address accessibility, circulation, security, programming, and other deficiencies, currently experienced by the Judiciary and tenant agencies in the Joel E. Solomon Federal Building and Courthouse.





The scope of work for this project may include:




  • Review and understand the Program of Requirements (POR) provided by the Government




  • Produce Design Development and Construction Documents, per the GSA POR, PBS P-100 guidelines, and all design review and submissions requirements as detailed in this Statement of Work.




  • Coordinate with all Design Consultants, the GSA Project Team, the CMa Team, Construction Contracting Team, and other stakeholders as needed to produce an efficient and constructable design.




  • Deliver a Net-Zero Ready, LEED Gold, SITES certified Courthouse design that meets all sustainability and energy requirements, per the GSA POR, PBS P-100, and other requirements as referenced herein.




  • Participate and assist the GSA Project Team, CMa Team, Construction Contracting Team, and other stakeholders during the Construction and Commissioning Phases





GSA intends to deliver the Chattanooga, TN Courthouse project using the Construction Manager as Constructor (CMc) delivery method and envisions a highly collaborative delivery approach for this project.



Under this Sources Sought announcement, the Government is seeking information from Small Business A-E firms that are experienced in architectural design and interested in this project. This information is intended to assist the Government with market research and acquisition strategy planning.



The North American Industry Classification System Code for this acquisition is 541310. The Small Business size standard is an average annual sales and receipts for the past three years that are equal to or less than $12,500,000.00.



If you are an interested small business A-E firm, you are invited to submit a Capability Statement addressing the following questions (5-page limit). All information submitted is subject to verification. Additional information may be requested to substantiate responses. The Government will use this information to assess the likelihood of your firm's capability to perform this project.






  1. Do you meet the small business size standard (average annual receipts equal to or less than $12,500,000.00 for the past three years)? Otherwise, indicate if you are a large business firm.

  2. Is your firm a small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and/or women-owned small business. Please indicate the applicable representation(s)?

  3. Is your firm able to meet the geographic area requirement? (35% of the level of contract effort must be performed within the Chattanooga, TN-GA metropolitan statistical area, as defined by the United States Office of Management and Budget, is an area consisting of six counties – three in southeast Tennessee (Hamilton, Marion, and Sequatchie) and three in northwest Georgia (Catoosa, Dade, and Walker) – anchored by the city of Chattanooga.

  4. In the past ten (10) years, has your firm completed, as the lead designer, at least three (3) projects demonstrating relevant project experience similar to the proposed new Federal Courthouse project? Similar projects are further described as design of a new construction, highrise courthouse or similar secure class A office space as defined by BOMA, of at least 190,000 GSF, and a construction cost exceeding $100 million.

  5. Has your firm, as the lead designer, completed similar projects utilizing the Construction Manager as Constructor (CMc) project delivery method?
