The Department of Energy, Office of Science requires a contractor to provide maintenance services on roads, grounds, and facilities across the 33,000 acre Oak Ridge reservation. The mission of the contractor is to provide an array of site-wide support functions that make the Reservation a safe place to pursue other missions. Reservation Management (RM) requires a contractor who can respond to all necessary requirements regarding roadway, culvert, and bridge inspection, maintenance, and replacement, as needed. The contractor performs grounds maintenance and must be able to respond to inclement weather events, to include tree and snow removal. Successful contractor must also provide facility maintenance services.
The acquisition process will be based on FAR Part 15, Contracting by Negotiation methodology, and criteria is set forth in the Specifications and Evaluation Section of the solicitation. The solicitation is anticipated to be issued on or around March 31, 2023. A site visit or pre-proposal meeting will be conducted, the date and time to be set-forth in the solicitation package (including any amendments.) Interested firms are REQUIRED to attend the site visit/pre-proposal meeting. The solicitation closing date will be approximately 30 days after its issuance; the actual date and time will be identified in the solicitation.
The solicitation and all other information, amendments and questions concerning the forthcoming solicitation will be electronically posted at the following web page: https://sam.gov/ (Contract Opportunities). No telephone requests for documents will be accepted. This solicitation is a Request for Proposal and there will be no formal public bid opening. All questions/inquiries or requests for clarifications must be in writing, preferable via email to the persons specified in the solicitation. All answers will be provided in writing and will be posted as an amendment to the solicitation posting. Questions submitted less than 7 business days before the close date may not be addressed in time before the bid opening.
