This solicitation is issued as a 100% Service Disabled Veteran Owned Small Business Set-Aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06, effective 06/02/2023.

The associated North American Industrial Classification System (NAICS) code for this procurement is 339114 Dental Equipment and Supplies Manufacturing, with a small business size standard of 750 employees. The FSC/PSC is 6520 Dental Instruments, Equipment, and Supplies.

The Department of Veterans Affairs, Veterans Administration (VA) Mountain Home, Tennessee has a requirement to purchase Dental Handpiece and Motors. This is a brand name or equal procurement (Kavo). Salient characteristics must match 100% (provided immediately below the pricing schedule).

Salient Characteristics
Must be electric driven
Must be compatible with kit-tubing assembly to connect to existing dental treatment chairs and delivery systems.
Must include quantity of 40 electric high-speed handpieces, standard head, 1:5 ratio (ExpertMatic)
Must include quantity of 20 electric low speed handpieces, 1:1 ratio (Expert Matic)
Just include quantity of 20 straight handpiece/restorative, 1:1 ratio (SmartMatic (S10)
Must include quantity of 25 LED electric motors(IntraLux), compatible to fit/interchange with each of the three handpieces listed above.
Must be able to standardize with exact items listed above to interchange between main facility dental clinic and new activation site -Original procurement has been misplaced/lost/stolen, imperative to have exact items to ensure interchangeability. Emergency order placed in January 2024 for a condensed quantity to avoid clinic opening/activation delay. This request is remaining order to complete quantities needed for the new clinic activation.
Must have a lead time no more than 8 weeks delivery.
Must have a one-year warranty on electric motors, tubing, and control modules
Electric high-speed handpiece must have a maximum of 40,000rpm
Electric high-speed handpiece must have a push back chuck of 1.6mm
Handpieces and motors must have sterilization parameters with pre-vacuum method, at least withstand 3 minutes at 275 F, with a dry time of 16 minutes.
Handpieces and motors must be resistant to temperatures no more than 280.4 F.
