This notice is a Sources Sought for Market Research purposes ONLY. This notice is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor a promise to issue a solicitation in the future. The purpose of this notice is for the Government to obtain knowledge and information for project planning purposes only.





The Government has interest in and is seeking information regarding industry capability in providing facility operations, preventive maintenance, and repair services for buildings, structures and building equipment at the U.S. Department of Treasury, Internal Revenue Service (IRS), Memphis Internal Revenue Service Center (MIRSC), located at 5333 Getwell Rd, Memphis, TN 38118. The Government further seeks to determine if there are qualified U.S Small Business Administration (SBA) certified 8(a), Service Disable Veteran-Owned Small Business (SDVOSB), HUBZone Small Business, Women Owned Small Business (WOSB) and/or Small Business (SB) that are capable of providing the requirement as described in the DRAFT Performance Work Statement (PWS), provided as an attachment to this notice.





The Government intends to issue a firm fixed price (FFP) commercial services contract with an anticipated 12-month base period and four, 12-month option periods. The requirement will also include a 60-day phase in period. The potential North American Industrial Classification System Code (NAICS) Code is 561210 – Facilities Support Services.





Requested Information:





Interested sources are invited to respond to this notice by submitting the following:






  1. General Contractor Information: Provide your company name, address, POC name, phone number, email, CAGE code, Unique Entity ID number, and NAICS.

  2. Business Size/Socioeconomic status: State specifically if you organization is small business. Provide details regarding your organization’s business size and socioeconomic status.

  3. Solicitation: State if the requirement can be solicited from your organization via a General Services Administration (GSA) schedule contract vehicle and/or the open market through SAM.gov. If a schedule contract vehicle meets the requirement, specifically identify that vehicle.

  4. Capability: Provide a brief description of the capability, resources, technical competencies, and organizational experience your organization has relative to the key task areas. Standard brochures and/or paraphrasing of the Draft PWS will not be considered sufficient to demonstrate the capabilities of an interested party.

  5. Other: Identify any other considerations, suggestions, and/or industry practices that may be beneficial for Government review (i.e., best aligned Contract structure/type, NAICS/PSC, CLIN makeup, invoicing processes, delivery schedule, etc.).

Submission shall not exceed five (5) single sided pages in length. All responses and/or questions shall be submitted via email to Daniel Rapoport at daniel.s.rapoport@irs.gov by 1700 EST, Friday March 15, 2024. The subject line of the e-mail shall read as follows: Sources Sought - Memphis O&M –Your Organization Name.

This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. All costs associated with responding to this notice are solely at the responding party's expense. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Further, the Government may contact the vendor for additional information regarding the information submitted as part of this market research effort. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a solicitation may be published in Government Point of Entry or other similar source (e.g. GSA E-buy). However, responses to this notice will not be considered adequate responses to a solicitation.





Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative as a result of this notice. Not responding to this notice does not preclude participation in any future solicitation if one is issued.





No proprietary, classified, confidential, or sensitive information should be included in responses to this notice, unless otherwise appropriately marked by the respondent. The Government reserves the right to use any non-proprietary technical information received in response to this notice in any resultant solicitation(s).
