This is a Request for Information Only; it is not a request for quotations or offers.
Network-9 Contracting Office on the behalf of the Tennessee Valley Healthcare System, at the Murfreesboro Campuses, 3400 Lebanon Pike, Murfreesboro, TN. 37129 location has developed this Request for Information (RFI)/Sources Sought Notice to solicit market research information from industry to assist the Government with analysis of a Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues. This RFI is to determine the availability of Small Business (preferably Service-Disabled and/or Veteran-Owned Owned) entities within the Murfreesboro area.
THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that Network-9 Contracting Office (NCO-9) will contract for the items contained in the RFI / Sources Sought Notice. This RFI/Sources Sought Notice is part of a Government market research effort to determine the scope of industry capabilities and interest, in accordance with Federal Acquisition Regulation (FAR) Part 15.201(e), response to this RFI / Sources Sought Notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI / Sources Sought Notice are strictly voluntary and are consider as information only. The Government will not pay respondents for information provided in response to this RFI / Sources Sought Notice. Responses to this RFI / Sources Sought Notice will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced a later date, and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This RFI / Sources Sought Notice do not restrict the Government s acquisition on a future solicitation.



STATEMENT OF WORK PART B WORK REQUIREMENTS

Introduction
This requirement is to provide a five-year contract for Annual Recertification, a manufacturer requirement for the existing Top Door Alarm system in Building 7 A/B at the Tennessee Valley Healthcare System (TVHS), for the Alvin C. York campus, 3400 Lebanon Pike, Murfreesboro, TN 37129.
Scope of work
The contractor is to provide manufacturer s authorized/certified service technicians transportation, equipment, maintenance parts, materials, tools to include any specialty tools and supervision to complete the annual compliance certification of the Top Door Alarm System. The Technician will inspect and survey all doors to ensure system functionality and integrity. Technician will replace and date back-up batteries in the systems Master Junction Box. The technician will annotate any discrepancies in the existing system and include the Annual certification that is a manufacturer requirement for the Top Door Alarm System and is to be performed by a manufacturer certified technician. Manufacturer s required preventative maintenance (PM) annual services to ensure proper and reliable operation of all Top Door Alarm system. This contract will include the following items:
The contractor will provide annual inspections and will assist our onsite Electronics department with technical support.
This contract includes 1 trip Annually for 5 Consecutive Annual Recertifications for 5 consecutive years beginning date of award through 12/31/2028.
During each annual site visit for Recertification, A qualified manufacture inspector will replace back-up batteries in the Master Junction box, annotate any discrepancies in the existing system and inspect and survey all doors to ensure system functionality and integrity.

Period of Performance
The period of performance for this requirement is from date of award through December 31, 2028. Annual inspections for all Top Door Alarm system shall be performed at the Murfreesboro facility in November, for the annual Recertification, inspect and replace back-up batteries in the Master Junction Box and annotate any discrepancies in the existing system and inspect and survey all doors to ensure system functionality
Scheduling
The Contractor will schedule with the appropriate campus COR. Unless scheduled with the COR, the Annual inspection work will be during normal working hours. Hours of work shall be from 7:00 am to 3:30 pm, Monday through Friday, excluding federal holidays. This contract includes technical support for our electronic staff for emergency repairs. The COR contact information is provided in the contract documents.
Delivery
The Contractor will coordinate the annual inspection with the appropriate COR or his designee. The Contractor will schedule the date and time with the appropriate COR a minimum of fourteen calendar days prior to accomplishing the work. The technician will inspect and survey all doors to ensure system functionality and integrity.











STATEMENT OF WORK PART C SUPPORTING INFORMATION

C.1 Place of Performance Tennessee Valley Healthcare System (TVHS), for the Alvin C. York campus, 3400 Lebanon Pike, Murfreesboro, TN 37129.

C.2 Period of Performance The Contractor shall perform during before or after normal business hours and Holidays for the POP of date of award to 31 December 2028. (Unless other times are stipulated by the Contracting Officer s l Representative (COR)) (Utility Systems Supervisor).

C.3 Special Considerations .

C.3.1 Qualifications of Key Personnel Contractor s employees shall be trained and certified to work on Top Door Alarm projects. Proof of certification for each worker must be provided for this RFI.

C.3.2 Smoking Policy. The Contractor shall not allow smoking in any building. The Contractor shall ensure employees do not smoke on VA property.

C.3.3 Parking/Traffic Regulations. The Contractor shall not park on grassy areas unless approved by the COTR and the Contractor agrees to restore areas back to VA standards. Drivers should be particularly concerned with pedestrian traffic. Yield to pedestrians in crosswalks. Posted speed limits and all other traffic controls are to be observed by operators at all times. Seat belt use is mandatory on the VA grounds. There are no reserved parking spots for contractors at this VA hospital. The contractor is responsible for making their own parking plans off VA site. They may park only long enough on site, to load and unload supplies.
