This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both Contract Opportunities (https://sam.gov/) and NECO (http://www.neco.navy.mil/).

The proposed contract action is for commercial SUPPLIES.

The NAICS code is 339950 and the Small Business Standard is 500 employees.

The NAVSUP FLC Norfolk Philadelphia Office intends to solicit Federal Prison Industries (UNICOR) on a sole source basis. The proposed acquisition is for wood award plaques with brass engraved name plates.

This action will result in a Firm Fixed Price contract.

The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source, Federal Prison Industries (UNICOR) (CAGE: 1XFF6), IAW FAR 13.106(b)(1). Pursuant to FAR 8.602(a)(3) if supplies offered by UNICOR are determined to be comparable to supplies offered by the private sector, those supplies should be acquired from UNICOR.

Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than Federal Prison Industries (UNICOR) (CAGE: 1XFF6). However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice.

Delivery information:

Performance/Delivery: Performance is anticipated to occur at the contractor’s facility unless otherwise specified in the Statement of Work (SOW). Delivery of the required supplies is anticipated to occur quarterly over a 12-month period. The anticipated delivery dates are listed below:

CLIN 0001 - 60 days after award

CLIN 0002 – 19 October 2023

CLIN 0003 – 19 December 2023

CLIN 0004 – 19 March 2024

Responsibility and Inspection: FOB Destination applies. Unless otherwise specified in the resultant purchase order, the contractor is responsible for the performance of all inspection requirements and quality control.
