Notes
It is the intent of this Invitation to Bid (ITB) to procure a contract for Construction for redevelopment of the Eagleton Ballpark. This ITB is for the removal of existing ballpark facilities and equipment, and construction of five (5) new ballfields, related grading, utilities, parking and drives, fencing, field houses, press boxes, concessions, dugouts facilities and equipment, along with alteration to 2 existing youth ballfields.


References to brand names, numbers or other descriptions particular to specific brand products are made to establish a required level of quality, and are not intended to exclude other products of that level. Submit substitution requests via the process outlined in this bid by the Questions deadline.


The Bid Invitation and all Bid Attachments may be obtained through Blount County's online bidding system at https://blounttn.ionwave.net/login.aspx . If not currently registered with Blount County, v endors are encouraged to register under the Supplier Registration tab and submit their response through the online bidding system at this same link. Manual (hard copy) bid responses are acceptable.


If submitting a hard copy bid response, it shall be submitted to Blount County Purchasing, 385 Court St., Blount County Courthouse Room 319, Maryville, TN 37804. Bid respo nses, whether electronic or manual (hard copy) submissions, must contain all required information and documentation including, but not limited to, Response Attachments, Bid Attributes, and Bid Lines and be submitted no later than the Response Deadline. Bid responses are not accepted via email or facsimile. Bidders must allow ample time to submit their response. The system does not allow entries beyond the Response Deadline Date / Time.

EAGLETON BALLPARK

1. Please provide elevation for all sanitary sewer elevations on all sanitary plumbing drawings. Civil does not show sanitary sewer elevations or at least not clearly enough.

2. P1.1 & P2.1 batting cages show trench drains. These drains are labeled SS (Sanitary Sewer) are these to be storm drains?

3. P1.1 & P2.1 Please provide elevations for the trench drain lines leaving the batting cages.

4. P1.1 & P2.1 Please clarify elevation of sanitary sewer leaving the building where restrooms are located and clarify the routing of sanitary sewer. Sewer does not indicate the same routing as civil drawings. Please see snapshot below for questions 2-4.
Answer The elevation information has been added to the plumbing plans and routing has been updated to match Civil Drawings.

Is there any wheelchair lift or Elevator needed for this project?
Answer
No wheelchair lift or elevator is required for this project. The spiral stair in the pressboxes is allowed to be part of the accessible means of egress due to the very small occupant load.


ADA accessibility throughout all buildings is detailed on the Life Safety Plans on Sheets A1.1-A1.5. Wheelchair lifts and elevators are not required due to 2010 ADA Sec. 206.2.3 Multi-Story Building and Facilities. They're not required on buildings under three stories not serving the public. This is also noted on Sheet A0.3.


Spiral stairs in the Pressboxes are allowed to be part of the accessible means of egress due to the 2012 Int. Building Code Sec. 1009.12. Spiral stairs are allowed in our case due to the pressbox space being less than 250 sq ft and serving not more than five occupants.

Question
The pre-bid meeting minutes on Addendum 1 state the bid date of Aug 17th. Our understanding is the date was extended until Aug 29th. Please confirm.
Answer
The pre-bid meeting minutes were the minutes from the actual on-site pre-bid meeting on July 20, 2023. The minutes reflect the scheduled bid date at that time.


Addendum 1 was created to post those meeting minutes and answer questions received up to that date and at the meeting, and also to extend the Questions due date to August 8, 2023 at 5:00 p.m. EST and the Bid Opening date to September 7, 2023 at 1:30 p.m. EST.


Updated Bid Event dates are posted via Addendum on the Event Details tab, as well as the Activities tab.

Question
On drawing sheets C5.5 through C5.9, the outfields are typically shown as a note "C" which indicates stabilized seed or sod per the specifications. However, the only information we can find regarding seeding in the outfield is a Perennial Rye Grass blend to be applied as over-seeding.

It is our interpretation that on Fields # 2 and 3, it would be acceptable to overseed the existing outfield with the Perennial Rye Grass blend. However, on the remaining fields, we believe that the intent is to install the Hybrid Bermuda sod as the new outfield turf.

Please confirm this interpretation is correct, or clarify exactly what product is being requested as the natural grass turf on all fields.
Answer It is the intent to install the Hybrid Bermuda sod specified in Section 32 92 23 as the outfield turf for Fields 1, 4, 5, 6, and 7. It is acceptable to overseed the existing outfields of Fields 2 and 3 with the Perennial Rye Grass blend. The callouts on sheets C5.5 through 5.9 will be updated and drawings REISSUED in Addendum 2.

Question
Regarding bid alternate # 9, the specification section calling out the required equipment is a little ambiguous. There are a wide array of groomer/sweepers available with a large range of costs. Additionally, different manufacturers may have different recommendations on cleaning/sanitizing tools, and the specifications only state "as recommended by the manufacturer".

Can this section be clarified to provide an exact list with make and model of what equipment the owner would like the contractor to price? This will ensure that all contractors are bidding on an equal basis.
Answer Equipment will be clarified in Addendum 2 to provide a more detailed list including make and model to ensure bidding of equal equipment.
