Notes
It is the intent of this Invitation to Bid (ITB) to procure a contract for Construction for redevelopment of the Eagleton Ballpark. This ITB is for the removal of existing ballpark facilities and equipment, and construction of five (5) new ballfields, related grading, utilities, parking and drives, fencing, field houses, press boxes, concessions, dugouts facilities and equipment, along with alteration to 2 existing youth ballfields.


References to brand names, numbers or other descriptions particular to specific brand products are made to establish a required level of quality, and are not intended to exclude other products of that level. Submit substitution requests via the process outlined in this bid by the Questions deadline.


The Bid Invitation and all Bid Attachments may be obtained through Blount County's online bidding system at https://blounttn.ionwave.net/login.aspx . If not currently registered with Blount County, v endors are encouraged to register under the Supplier Registration tab and submit their response through the online bidding system at this same link. Manual (hard copy) bid responses are acceptable.


If submitting a hard copy bid response, it shall be submitted to Blount County Purchasing, 385 Court St., Blount County Courthouse Room 319, Maryville, TN 37804. Bid respo nses, whether electronic or manual (hard copy) submissions, must contain all required information and documentation including, but not limited to, Response Attachments, Bid Attributes, and Bid Lines and be submitted no later than the Response Deadline. Bid responses are not accepted via email or facsimile. Bidders must allow ample time to submit their response. The system does not allow entries beyond the Response Deadline Date / Time.

RFI Clarification of acceptance. Will a standard total product weight is 72.7oz/SY be allowed? In lieu of Section 2.02, B, C-4 listed total product weight of 74oz/SY. The difference in total product weight is due to a primary backing weight that is less than the specified 8oz/SY. However standard manufacturing practices ensure that the tuft bind requirements of greater than 8lbs per SF (2.02, B, c-12) are met. Also, the grab tear strength (2.02, B, c-10) requirement is met.

Answer The County is in the process of contracting services for hazardous materials inspections. It is not anticipated that the information will be available prior to the bid date.

Response to the last question in addendum 02: Please provide all allowance amounts that are to be included in the base bid amount by the G.C.
Answer Allowance amounts to be included in the base bid amount are as follows:

a) As noted in Addendum 2, Project Manual Item 05, Section 31 23 16 Excavation establishes a base quantity of 500 cubic yards for potential over-excavation of ‘undocumented fill’ noted in the geotechnical report.

b) Per Response 33 above, bides shall use an allowance amount of $50,000 for utility tap fees and aid to construction fees.

No other allowance amounts have been established for the project at this time.

Drawing C6.1: A grass paver system for emergency vehicle access was discussed during the pre-bid meeting. Addendum #02 drawing C6.1 seems to have removed the grass paver system for emergency access along Broadway from the project scope and replaced it with asphalt pavement. Please confirm this is correct. If not, please provide the exact locations and specifications for the grass paver system.
Answer The grass paver system has been removed and replaced with asphalt pavement as part of the change from a 5’ concrete sidewalk to a 10’ wide multi-use path as indicated on Bid Drawing Item No. 06 of Addendum No. 2.

Drawings C5.4 & L1.0 (alternate #2): Please confirm the bold section of the existing walking trail shown on drawing C5.4 is the section scheduled to be removed. Please confirm there is not a new multi-use path for any area of alternate #2.
Answer The bold section of the existing walking trail shown on Drawing C5.4 is to be removed under Alternate 2. See Sheet 4.0 Demolition Plan for clarification. No additional multi-use path is planned for any area of alternate 2.

The Builders Risk policy is for the buildings and the Installation Floater policy is for the fences, dugouts, utilities and parking lots.

Question
In the project manual table of contents the following specifications are listed but were not included in the original nor in Addendum 2: 062023 Interior Finish Carpentry, 312500 Permanent Erosion and Sedimentation Controls, 323223 Segmental Retaining Walls, and 330561 Concrete Manholes. Please clarify if these are needed.
Answer Sections 31 25 00 Permanent Erosion and Sedimentation Controls 32 32 23 Segmental Retaining Walls and 33 05 61 Concrete Manholes have been added to the Project Manual. Section 06 20 23 Interior Finish Carpentry is not needed.

Question
In regard to the signage on the entry gate monument, what is the material of construction for the lettering? (see dwg. A9.0)
Are the Letters cut into the arch or raised channel type lettering.
Also, cannot find a schedule for the hinges or closing devices for the gates.
Answer 2/A9.0 is the gateway at each field and it notes the letters are to be punched out of steel arch material. 4/A9.0 is the gateway at the plaza, that material is specified in the project manual 10 14 19 Dimensional Letter Signage. The Door Schedule on Sheet A9.0 notes each gateway door is hardware set #10 and all the specifications are found in the project manual 08 71 00 Door Hardware.
